I guess RAM does not really care about the thought of putting defective trucks out there with this issue.
That is an unfair statement. RAM doesn't make the dash units; a supplier does, and something changed. The issue doesn't show up until a couple of years later and not on every vehicle. Give RAM a chance to make it right before you stir fry them. RAM will go back to the supplier for recovery.

Hi @RamCares. I’m looking at purchasing a 2019 Ram Limited with only 45k miles. It has large bubbles on the leather dash on the passenger and driver sides. Anything you can do about this?
Considering that you don't own the vehicle... they're not going to discuss repairing it for you. If the original owner were to contact Ram, they may offer to help (or they may not). They don't build the dash so as some have mentioned they're going to go back to the manufacturer. Otherwise I'd call a dealer and ask what it would cost to have the dash replaced. Take that estimate to the seller as a negotiation tool.

The seller has the dash replaced by a dealer and you pay them your agreed upon price.
The seller discounts the truck by that amount so that you can have it taken care of.
Leave the truck alone and find another one.

Stay away from anything with the leather dash which is a majority of the Dodge vehicles. They are all bubbling up. My 2019 ram has bubbled up again and needs to be repaired for a third time. Dealership is not willing to do the repair even under the 2 year warranty because they did the first repair when I was just over 30k miles and they were somewhat forced into it by Dodge corporate. The second time was covered under my extended warranty and even though it hasn't yet been 2 years and my invoice states 2 years parts and labor covered by Mopar, dealership is saying they won't do the work. RAM cares is saying that they can't force a dealership to honor the warranty.

No, not all of them are bubbling up. It seems to be an issue primarily in 2019-2020 models. Those are the first years of the 5th gens, and just as with most things, first years are always problematic.
