Dodge Steel Rims failing?

Ok one morning I woke to find the 2 tires on the passenger side flat.. Well one really low, another flat flat.
Soo filled them w/ air and tried to find any leaks, cuts, ect.
Nothing.
So took the flat flat one off and ran it to a shop.
Mechanic mentioned that he has been seeing a lot of stuff like this. He said that the rims being layered steel start to leak as some of the layers rust.
Well bought a used rim and mounted the tire and it's holding fine now.
The low one I just filled w/ air and watched it for a little while.
Was losing about 10lbs every 2 days... soo decided to do the same thing.

These are the steel rims w/ the plastic/chrome covers..

I had suspected a bead leak but supposedly there wasn't one.

I don't think they were lying but it sounds sooo odd.

Anyone seen this before?

That side does park on the grass at times (narrow driveway) so the rims are more rusty on the outside than is probably usual.
