E Brake rubbing

Just had a state inspection done, e brake would not totally release, I replaced the hardware and pads, now it still seems to be rubbing the inside of the rotor, even after making adjustments. The whole assembly seems to just "float", is this normal? any suggestions would help.

I have a similar issue, If I use the e brake sometimes it will not release all the way and get hung up and make truck shudder, all new rotors, pads and shoes plus hardware.

Did you figure out what your issue is?
