e fan doesnt seem to be working?

My efan isnt coming on with the ac any more? Its been cold here in mn though, hovering right around freezing still. Is there an outside temp switch that keeps the fan from coming on? I tried hooking up my stock ac fan and switching the relays and still no fan with ac on? Anybody else have this happen? im not to worried about it because I haven't been able to get the coolant temp over 208 at idle or driving around town but just wanted to see what you guys think.

I am sure there is something in there that prohibits the fan from coming on when it's not needed. I've never paid that close of attention to mine, perhaps I shall!
