There are a number of components that could cause a hard fill situation.
When fueling, fuel flowing down the fill pipe induces a vacuum that pulls in ambient air. The mixture of air and fuel flow into the fuel tank through an Inlet Check Valve which is a permanent part of the fuel tank. Incoming fuel displaces air and fuel vapor already inside the fuel tank. Fresh air is drawn into the tank through the Fresh Air Inlet Filter to stabilize internal tank pressure. Fuel vapor and the combined ambient air, flow out of the fuel tank through the Fill Limit Vent Valve. A fill vapor recirculation tube is connected from the fuel tank to the fill pipe near the fuel entry point. This recirculates air and fuel vapors reducing the need for excessive fresh air to enter the tank.
Aside from items already discussed, its possible the Fill Limit Vent Valve is contaminated or defective, or the recirculation tube has collapsed or obstructed. When opening the fuel door if air is heard rushing in or out, the Fresh Air Inlet Filter or ESIM tube is probably obstructed.
Of course, the problem could also be caused by the fuel delivery nozzle. Fueling at different pumps can usually eliminate this as a cause.
