From ignition switch (DB) wire supply bus circuits:Interior dome light, wiper motor,, guages, back-up lights

From ignition switch (BK/WH)supply bus circuits: radio, turn signals, wipers

Other two bus circuits inside fuse block work: Headlights, horn, park lights, instrument panel lights. . .
((Both circuits that work ( BK/RE) and (RE ) leave ignition switch)).

A third thing is engine does not restart.

1988 D 100 318 cu. In.

From Batt (+) post to Starter (RE)
From Batt ( +) post to Starter Relay (RE)
From Ignition Switch (PK) to Ballast resistor.
From Ignition Switch (RE) to Ballast resistor.

PARK NEUTRAL Safety Switch checked for continuity in REVERSE DRIVE SECOND FIRST. None indicated by test light.

Leftover

Ignition Switch (BK) wire to Ameter to Alternator

Ignition Switch (OR) wire to Backup lamp

Ignition Switch (LB) wire to Windshield lever

Ignition Switch (YE) to Brake Setinel Warning light

Ignition Switch (BK/WH) to Brake Setinel Switch

have you checked the fusible link? if that is not the issue then your issue is the ignition switch.
