Help with Turbocharger 16 Ram 2500 Diesel

I have a 2016 Ram 2500 Diesel 4x4 cummins
In November, check engine light came on p0299
Took it to Mechanic
They said $13k for a New Turbo
I have no clue
But I have a warrant
I said fox it
Got truck back Jan 16
New Turbo
Now the Check Engine Light keeps coming back on
P0299
Mechanic says
I have no clue
Turbo looks good

What could this be?
