That's "Flash to pass" Not legal to have that on all the time in many states!In my 04 when driving with the high beams on, I can pull back the dimmer, and both high and low beams light up. Has anyone figured out how to make this happen without holding the dimmer back?

I'd think that it might be done. My hesitancy would be the fact that these circuits are no longer hard wired into the item (Lights in this instance) directly. Instead, the switch goes to the BCM and "requests" the function, which is a function of a micro processor. The data in the CAN/BUS system is the coding which actually tells the micro processor do perform a task. So, if one messes with a monitored circuit, one might cause very serious unintended consequences.But can it be done?
