In my 04 when driving with the high beams on, I can pull back the dimmer, and both high and low beams light up. Has anyone figured out how to make this happen without holding the dimmer back?

That's "Flash to pass" Not legal to have that on all the time in many states!

In Ontario, Canada, we're only allowed to have 4 lights on at the front.

My Ram has both low and high beams on with the high beams engaged, 4 lights.

If one were to remove the fog light drop out feature using AlfaOBD, you may have 6 lights on with the fog lights (running lights) and the high beams engaged but that would be in contravention to the Ontario Highway Traffic Act.

But can it be done?
I'd think that it might be done. My hesitancy would be the fact that these circuits are no longer hard wired into the item (Lights in this instance) directly. Instead, the switch goes to the BCM and "requests" the function, which is a function of a micro processor. The data in the CAN/BUS system is the coding which actually tells the micro processor do perform a task. So, if one messes with a monitored circuit, one might cause very serious unintended consequences.

I dealt with a headlight issue on a 2016 F150 about 3 weeks ago and the fog light harness was disconnected and balled up into a knot and cinched up under the right lower valence. This caused the right headlight not to work. The number of Data Trouble Codes in the Rear light control module, the Steering Column Control Module, the Body Control Module, and the Trailer light control Module were numerous, AND it affected the Electronic Steering. Replacement of the fog light harness and resetting the system fixed the problem. The customer had replaced the bulb.
