Not sure about that one but the one I just bought for my 2019 classic is neither. It appears to have 2 500 ohm resistors in it and the switch shorts across one. I think it reads 1k ohm when the hood is open and 500 ohms when closed or vice-versa.

I just put one on mine, planning to do the remote start. out of the box mine measured 500 ohms. No idea what it will be when closed since I can't get to it lol

Did you check to see if you had voltage on the wiring harness connector before you plugged in the hood switch?

No,
would there be a voltage even if I haven't done the programming to activate it?

Not sure, I checked it after I enabled it and it didn't work to make sure I had a connection to the bcm. There were a lot of comments about the connector not being wired all the way back to the bcm. I saw one where the pin was there but not in the connector and was taped back to the harness. I have a regular cab 2 door and it was complete.
