INNER TRONT FENDER RUST

2010 Laramie..both front quarter panels disintegrating at door posts. Not much salt or chemical problems where we are.
Have driven chysler products for many years and this is a first. Anyone else with this type of problem?

Any sign of debris in there? I find crap builds up in there over time. Pine needles and leaves mostly here. I use a long nozzle on the Shopvac while I'm detailing and go in behind the hinges.
