I asked about that when I bought my 2023 2500 and was told there is no tailgate available for mine with a manual key lock. I will assume that means there are none/any/no matter the year. If my electronic latch quits working my only option will be to install another one with an electronic latch.The newer Ram tailgates can only be opened electrically.
There is no manual lever.
IF I had 1 of the newer tailgates & it hung up 1 time, i would go to a dealership or auto body shop.
IF it happened a 2nd time, it would be the last time !!
There would be a 4th Gen Tailgate on the truck before a week had passed

Both the 4th & 5th gen Ram tailgates are the same width
The difference in tailgates, from what i perceive,
is the passenger side tailgate hinge
YUP !!!!! The magically opening tailgate. I have a full tonneau cover that goes over the end of the tailgate, so I neva worried. But I have had no issues.The recall, as I remember was all about the tail gate opening on its own. On mine there was no issue, but they did an inspection at the dealer for the recall.
OP is asking about the tailgate on his 1500. HD's are still using 4th gen sheet metal but I'm not sure if the electronics and latching mechanism for the tailgate is the same as on the 1500 or not since I've never owned one.The recall, as I remember was all about the tail gate opening on its own. Thanks for posting that. Our 2020 Limited has the MFT, which apparently are not included in this recall. That would explain why we never received a recall notice.Chrysler recalled certain models of Ram pickup trucks manufactured between 2019 and 2022,
