Technically, no. Basically a Jacobs Engine Brake keeps the exhaust valves closed so that the compression slows the vehicle, it's not available for the B series engine.
The Banks brake is actually an exhaust brake that plugs the exhaust just after the turbo.
Similar but different.

Called the BLUE OX
I know that some larger trucks use them
