Jammed locking tailgate

Hey guys my 16 2500’s tailgate won’t open. When I lock/unlock the doors, I can hear the mechanism in the tailgate operate, but the tailgate won’t open. I’ve tried to use the key as well. My next step I guess is to take the plate off the inside of the tailgate and take a look, but thought I’d throw it out here first.
