What’s the best method to access header bolts? 2019 1500 Limited with shorty headers, I feel they need tightened.

Exhaust manifold/header bolts are usually torqued so they evenly apply pressure across the gasket.
You'll need to know what the torque spec is for the headers/gasket used to tighten them correctly.
Why do you think they're loose?

With great difficulty, some blood leakage,a bunch of words the neighbours kids shouldn't hear, and a whole lot of beer, lol. Box end wrench /flexable gear wrench should get to most of the hard to reach bolts. Remflex 6022 gaskets are the way to go on headers these days, they don't usually require re-torquing
