Hard to tell exactly by the pictures, but judging from its location and size my vote is on its a coolant line that has been bypassed.

It looks like like a crankcase evacuation valve to help piston ring seal

it is nothing to worry about unless you got to deal with the emission ****'s. that line hooks to a air pump that is suppose to help your cat work more efficiently and exhaust come out cleaner. nothing to worry about.
