No airbag light

Ok guys got a strange one here. I wrecked my truck last year and just now getting it repaired and reinspected by the Dept of Public Safety, and the officer told me that my airbag light should come on when the key is on the on position and then go off after a few seconds, but my light never came on, even after cycling the key a few times. Just recently the airbag light was staying on and sometimes going off on its own and the horn nor the cruise controls worked and got the shop to replace the clock spring.

I have tried searching the net but all I come up with on my searches is the light will stay on. Can anyone shed some light onto this and make my light come on for inspection?

My first reaction to this question is to say no it isn't because it was on right before the clock spring was replaced. I also checked the fuse under the hood and it is good.

I can do that, but if it were still the clock spring, wouldn't the light stay on?
