No downshift on hills

It does have a sluggish response to acceleration like it doesnt respond as soon as i hit the pedal but if i pump it more often it responds sooner.

I can gain speed on hills (talking big long hills i dont live in the flatlands) fine but not without added rpm. I lose speed without pedal.

I can come into a hill doing 60 and loose speed unless i put it near or on the floor and gain speed but it will start pushing 5k and scream

Any other time it drives and shifts fine. It just wont even look for the gear it wants especially with a trailer.

Is this a throttle or other position thing maybe a vacuum or is a fuel pressure issue? from what i would figure if it was fuel pressure it wouldnt run best in the high 80s on the highway.

Have you looked into a pedal commander? Might be all you need.
