The way I did it on my chrome clad rims and then my girlfriends plastic rim covers was to just clean them very well. We used window cleaner to get them free of road gunk and whatever else was on there.

It can vary on the coats, some say 2 heavy coats and then 2-3 lighter coats. We just did 4 coats total on our wheels and they are still perfect. I accidentally curbed her wheel so it's peeling slightly. Other then my mistake, our wheels show no peeling or any issues after this snow crazy winter we have seen here in Jersey.

I used matte flat black on my rims and my girlfriend used the purple one on her wheels.

Just clean your wheels the best you can and make sure they are dry then spray away. You don't even really need to tape off the rubber because it will eventually peel off the tire and stick to your wheels very nicely. Good luck!

Super Easy, and looks great in the end, all i did was cleaned them with soap and water, and sprayed it on. and like krakaman24 said don't even bother taping the rubber, its just a wast of time, cause it peels right off. i did 5 coats of matte black, and then 3 coats of the glossifier. and they last a long time, they hold up excellent to mud and snow and salt too. only had to redo the wheels when i got new tires put on.
