Sounds like a wiring issue to me, Iether the turn signals are drawing power from the headlights, or (And I think this is more likely) it is somehow grounding out through the headlight

Did you add aftermarket headlight housings that also contain turn signals?
If yes, have you tried contacting the vendor?
They may have experience in resolving issues related to their products.

Posting a link to the headlight housings used would be helpful, even better if you have a schematic drawing or other technical info to share.

You think I installed the resister in the wrong place would that be a cause?

There's a resistor there?
What does it do?
Or, what should it do?

I mean, think about it, they work as the should when the headlights are on, but not when they are off...that means the issue has the be related to the headlight AND the indicator wiring

Yeah I would double check that resistor

It is difficult and dangerous to offer an answer simply because you have not provided much information. RAM introduced a new electrical architecture in 2013. Knowing the trim level you have, the brand/model of the aftermarket headlamp you are using, and exactly how you wired the assembly would be helpful.
