Push rod out too far to install rocker arm

Finishing up my cam/lifter replacement and I'm stuck on the driver side push rod/rocker arm install. The passenger side went smooth but on the driver side the #5 cylinder intake and exhaust push rods are out about 1/4'' further than the rest and don't allow me to seat the arm down properly. I can not push them in further and confirmed they are seated correctly. I dont want to tighten the arm bolts and bend something. Is it safe to turn the motor over and see if they come down?

Whats the issue?

Yeah turn the motor over slowly by hand see if they come down. Once you get the rockers back on rotate the engine three or four times completely by hand, this ensures there is no binding or valve to piston contact. If the engine binds up at all you know there's an issue, don't force anything. Good luck.
