Rear bumper upgrade

I recently replaced My own bumper with the trailfx rear bumper and I'm wondering how important the bolts behind the license plate are as there is a gap the bumper and mounting plate. Mostly concerned about the towing ability of the hitch, will it be affected

Does your hitch bolt to the bumper? If so you need to bolt those 2 bolts. I would do them anyways. They are there for a reason. If the bumper isn’t lining up right then you need to contact the manufacturer and find out why or they need to get you a replacement
