Rear drum driver side drum stuck

I think the wheel bearing is seized or something on it .passenger side I had no problems. I see that there is 1 off set bolt hole can I run a bolt through that hole to help it come off ? I've seen them on other ones but there is 2 holes that you would run a bolt through. Thank in advance !
