Rocker Arm

hey everyone i was wondering if someone can help me. In my 2015 ram 1500 5.7 hemi I replaced my camshaft & lifters & oil pump i got everything in correctly but for some reason i can get my rocker arms tighten. I tighten my rocker arms to spec and i have push rods are seated correctly. but for some reason when i tighten my rocker arms its always 1 or 2 that are loose even when i turn the engine over by hand. Can someone tell me what can i do to be able to stop the rocker arms from being loose. Thank You

Are you torquing from the middle bolt outwards?

Yes I'm at top dead center & I torque them to 16ft lbs from inside to outwards

Make sure the threads are not stripped out and spec is 17 ft lbs sometimes having the pushrod retainer can help line up push rods to rocker arm
