don't know if you checked this, but my brake fluid reservoir has a rubber boot inside that doesn't seem to fit. see pic. is there supposed to be a boot in there?

if not, can I just remove it? IMG_20180904_164717.jpg

No. It is part of the engineered brake system. Ccan buy at parts house or on line at partsgeek.com. Not expensive

That diaphragm needs to be in place for the brakes to function properly. I would guess that a new one would improve your pedal feel and system pressure.
