Running Board...lock nut not getting on...

I have gone through some of the suggestions and i dont have a die or the wire wheel or a drill ......can i just use the impact wrench and push it through......when i tried by hand i think i might have messed up the threads on one already...

Update: Sandpaper, nail polish remover and some muscle......well it worked and i was able to complete the job.....
