This thing wont coast

Finally upgraded from my 2001 Ram 2500 to a brand new 2021 Ram 1500 with the Hemi 5.7. I love this truck but what's up with this thing and coasting at low speeds? Put it in neutral and it rolls along just fine but put it back in drive and its like there's some automatic breaking going on. Is this normal?

My 2018 5.7L does the same thing. It seems like the torque converter does not unlock to allow coasting. I think FCA designed it that way to keep the Hemi at above-idle RPMs to put more oil into the top of the engine to save the roller lifter bearings and cam because it sure doesn't save gas when engine braking slows you down more than coasting.
