Looks like nobody makes a tie down rail with cleats that will fit my 2018 Ram 2500. I was thinking of buying L-track and fittings but not sure if the bed top rail will take the stress.
I bought the Xtang Truck cleats. Had them for nearly 18 months...no issues yet. I think that L track would probably work as well depending on the load.
Probably work fine for light loads. Don't think I would trust it to ratchet down a heavy load? You can't use the factory tie-down points in the corners of the bed?

I looked at a used 2017 that had L track on the bed rail lip like you’re describing. Looked fine, but I’m not so sure how useful it would be. I’d rather have it down in the bed.
I always though something like a SS boat cleat in each corner would be ideal. The larege 6"-8" sizes but i just don't know how the best way to attach them so they can hold a heavy taught load. On my last truck I used about a 20" length of nylon strap and tied a squar knot in it as a loop and put that around my factory tie off points to give it more lenght a utility. It worked well.

I have a headache rack on my truck. when I mounted the rack, in put one of the 1/2 inch bolts that goes though the rail 'backwards' then screwed on a stainless boat lift ring. rock solid, wouldn't hesitate to tie down a motorcycle using the rings.
the rear bed stake pockets I put bullrings. don't trust them as much.
I purchased stainless steel pad eyes from a salt water marine supply house. Then purchased stainless countersunk fasteners (flat head) along with stainless washers and nylock nuts from Fastenal. The pad eyes that have four fasteners I located in the front corners of my bed. The pad eyes that have two fasteners are located on the forward side of the taillight boxes.
At the rear, the taillights can be removed for access.
At the front corners a deep offset box end wrench worked well for me. Also, when I was drilling I had a buddy hold a wide blade putty knife between the cab and the bed so the drill bit would not puncture into the cab. Any piece of scrap metal would save you from embarrassment though.
Overall, i like them. My problem is the tracks either are to large, or get in the way. I regularly haul random loads and pallets in the bed of my truck. While these are perfect for every situation, they do enough to get the job done.
