I would spray the hell out it with WD40 or? for a while, than unbolt the whole hitch off the truck, set up in a hydraulic press, or try a large hammer ,3,5lb. from the back on a solid base, a propane torch will not be any help.

If you know a welder he might be able to heat the receiver outside and weld a bolt onto the cut off part to pull it out.

I'd try to soak it with appropriate stuff and then see if I could get a hydraulic jack to push it out from either end. You'd have to make damn sure the base of the jack can't bend what it's braced on, though!

I had a solid insert in my 2007 that I left in there for quite awhile. Went to trade it in and couldn't get it out. Asked the dealer to try and they said they couldn't either so either they were telling the truth or one of their mechanics now has my 2 5/16 solid insert...lol

I doubt the mechanic got it out. I had to cut and collapse a hollow draw bar out of receiver, it fought me the whole way out. The rust will practically bond the bar and receiver together.
If someone wants to leave their draw bar in the receiver, it a good idea to pull it out and lube or never-seize the bar up ever 6 months.

Rust oleum has a product that seems to dissolve rust. I have used it on tools its a gel and is almost like an acid. You might try that then the heat.

Drill a hole in it and try to pull out with the drill in it. This should work unless they welded it or epoxied it in place. You could also weld a bolt to it to pull it out.

Comes to mind… if that’s how the previous owner maintains,( not) the equipment, what else did they do you may not have found….. yet…
