We have a 2011 Dodge 1500 Sport with the factory tow package. We recently picked up an all aluminum 2 horse trailer that has a GVW of less than 3,000. When we first picked it up we didn't like how aggressive the braking was tried reducing the gain without it changing much. We then assumed that the trailer brakes needed to be adjusted. We did this and it did not resolve the issue. The trailer has been given a thorough inspection and hauled behind other trucks without this aggressive braking issue. Then we looked to the truck...

When the trailer is attached to the truck and you very lightly even touch the brake the controller shows it jumping to 30% applied and does not exceed 30% nor does it go any less than 30%. So then this would be why the trailer was braking so aggressively. I took the truck to the dealership with the trailer, they scanned the truck/brake controller and found an update. They did the update but didn't change anything.

If you use the handbrake on the controller and slide it all the way through it shows that it goes property through the percentages - 10, 20, 30, 40, 50, 60, etc.

So I tried using the handbrake on the controller while simultaneously applying the foot brake in the truck while coming to stop signs/lights/etc so we werent skidding the tires and ruining those getting the unit home from the dealer. At our last stop sign before home I forgot about using the handbrake while applying the footbrake and low and behold the controller went through the property percentages with just the foot brake - 10, 20, 30, 40, 50, etc. Thought it was bizarre so went for an extra spin around the neighborhood.... it was braking as it should! Thought great its just some weird defect with the truck. I turned the truck off and then back on and then we were back to it only going to 30%. Did the same thing... drove and used the foot brake and hand brake together and it went back to working as it should.

Its so weird! Is this normal? Is this how its supposed to work? Is this brake controller perhaps in need of a replacement. Havent been able to find anything online of anyone else having the same issue.

I think chopperman's suggestions are spot on . Check the settings for the controller. If I remember there's 4 settings in there .For you , light electric is the one , as I assume you don't have disc brakes . Check the gain settings . Not enough brake turn up , too much turn it down .
You said brakes were adjusted properly , are you sure . A quick check is to lift trailer wheels of ground , pull breakaway switch and spin wheel . It should turn between 1/8 to1/4 turn before locking solid . If it doesn't could out of adjustment , bad magnet or electrical issue . Good luck

Did you try light electric in your radio settings? How about the + - buttons? Did you read your owners manual on how to adjust the brake settings? Covers it in my manual. If you don't have one you can get it on the ram owners portal. https://www.mopar.com/en-us/my-vehicle/dashboard/details.html
DITTO !!! Make sure trailer listed in display is under light electric. FROM MANUAL:
GAIN
The GAIN setting is used to set the trailer brake control for
the specific towing condition and should be changed as
towing conditions change. Changes to towing conditions
include trailer load, vehicle load, road conditions and
weather.
Adjusting GAIN
NOTE: This should only be performed in a traffic free
environment at speeds of approximately 20–25 mph
(30–40 km/h).
1. Make sure the trailer brakes are in good working
condition, functioning normally and properly adjusted.
See your trailer dealer if necessary.
2. Hook up the trailer and make the electrical connections
according to the trailer manufacturer’s instructions.
3. When a trailer with electric/EOH brakes is plugged in,
the trailer connected message should appear in the
instrument cluster display (if the connection is not
recognized by the ITBM, braking functions will not be
available), the GAIN setting will illuminate and the
correct type of trailer must be selected from the instrument
cluster display options.
4. Push the UP or DOWN button on the steering wheel
until “TRAILER TOW” appears on the screen.
5. Push the RIGHT arrow on the steering wheel to enter
“TRAILER TOW”.

IF U go through and check all and still a problem, then my only other thought is your TT control module may need to be reflashed. NOW all above assusmes you are using a Factory Installed TT control unit.

ADDED: Check your 7 pin adapter, I had used mine a lot and the connections were getting worn out, causing to receive trailer disconnected, so bought a NEW 7 pin adapter, something else to think about.

Looks like he has a 2011, the older years, '09 - '12 didn't have the option to set trailer type
