transmission shifting weird

i have this 1998 dodge ram 1500 with a 5.9 magnum and a 46re transmission. the problem is when i am at highway speeds (60 mph+) the rpm jumps when i let off the gas pedal, even at just the slightest pressure causes the engine to rev. this only happens when i am driving at these speeds on the road. what would cause this? i'm at a loss.

How long is the duration of the jump? A quick spike or a prolonged and gradual spike?

rpm only spikes for less than a second, then returns to 1700 (65 mph).even if i try to accelerate it'll do the same until i really jab at the throttle, then responds normally.

Try cleaning or checking your Throttle Position Sensor. Could be just old and reading wrong. The white/gray sensor in the middle of the picture. Only about $15 online
