Using phone as Monitor app

A few months ago, someone posted about using an old phone as a vehicle monitor, and having an app that will automatically turn the phone off and on, or something to that effect. I've tried searching the forums, and can't find that post again. Not having much luck searching the internet either.

Does anyone know of an app like this? I'm using an old Android phone, but it's going dead trying to search for wifi when the truck is turned off.

I use Tasker. I have it set when power is applied it turns off airplane mode, turns on gps and disables the screen from turning off and then opening torque. Reverse when power is lost. I don't think Tasker is free.
