What is this? Cummins engine mod

Hi All -

What is this on the top of the engine? I only see a cap on all other engine photos at dealers, nothing with a line out/in. Would you avoid purchasing a truck that has something like this on it? It is a 2021 Laramie with 21k miles on it. I have not yet looked at it in person. Otherwise, it appears stock with aftermarket wheels / tires and maybe a slight level.

Normally this is used for a return line when using and oil filtration bypass kit or a breather for excess blowby. No need to worry. I actually run one on my 6.7 Cummins as a breather/vent and mine connects to a catch can.

Normally this is used for a return line when using and oil filtration bypass kit or a breather for excess blowby. No need to worry. I actually run one on my 6.7 Cummins as a breather/vent and mine connects to a catch can.
Thank you. Pardon my ignorance, but what is "excess blowby" and what would cause the need for this? I can't tell if there is a catch can below, so may have to look.

It is what happens when Hemi guys buy a Cummins. They want to put a catch can on it.
That's funny. I bought my first Cummins in 2006 and my first HEMI in 2017. I'm backwards I guess.
