What piece is this?

I purchased new front and rear bumpers. When I did the swap, I don't recall seeing this part that came with the bumpers I purchased. Can anyone tell me where this bracket is mounted?

Might be a fog light bracket if it came off the front.

Might be a fog light bracket if it came off the front.

I swapped from SLT chrome bumpers to Sport bumpers. Everything seems snug and thight with no play. I just have no idea where this goes and am questioning if there should be two of them as well. I only received that one piece when I purchased the bumpers. It has 3 heavy duty bolts with it, I just can't figure out where it should go. You can also see the guy had to cut a couple wire loom ties when he removed it.
