what is the bolt pattern and the offset that I need to look for when buying wheels?

Off the intetnet so you might want to verify it.

2003-2008 Dodge Ram 2500 & 3500 - 2wd & 4wd
Factory 17x7.5 Wheel Offset = +45 mm - Back Space = 6.00" Inches
Factory 17x8.0 Wheel Offset = +43 mm - Back Space = 6.20" Inches
Lug Pattern = 8 x 165

The hub center bore should be 120.9.

17s,18s,20s...... Well, this is what I have in mind:
I want no more that 3" of lift...keeping it mild. I want to comfortably fit a 33-34" tire and still have plenty of clearance in the wheel wells in the event I have a heavy load in the bed....dont want them rubbing.
This is not an offroad truck, a street truck. I want good handling, non aggressive, street tires. Perhaps a good tire like a Michelin. I've contacted Michelin to find out their true thigh of their taller tires, since they don't list it on their website. See what they have in the 33" range. BUT... it depends on what wheel size those tires have.
So I'm not sure what wheel size I'll need. I wanted to know the offset/bolt pattern so I can shop around the different sizes and see whats available.

OK...now you are talking about doing a lift with wider/bigger tires, right?

2500 suspensions with a 2" level spacer will fit 35's easily. I did that with my MegaCab with 18 x 9 wheels, +12 offset, 285/75x18 Toyo AT tires which measure out to 34.7".

This same wheel and tire combo fit on my 2014 2500 with no level. I did add one later.

As far as offset, it would only need to be changed if you go with a wider tire. In that case, your offset would be a lower positive number. Stock is 20, I went with 12 to give me more room inside to avoid rubbing on the splashguard and suspension. If you go with something narrower than a 285 you could go with a different less positive offset wheel, something between 12 & 20.

Here's how it looks on a 2007 with the +12 offset, 285 Toyo AT's and the 2" level on the 2007:

I have enough room for a 35x12.50 tire and I'll replace the AT's with some RT's and add some flares eventually.

I was just at the National Tire and 4WheelParts website and they dont show any 8x165 lug pattern wheels. Is it listed under another size?

It also depends on what look you are after. Do you want the wheels flush with the fender, sticking out a bit or how they sit stock? Do you want a wider tire?
You can run anything from an 8" wide wheel to a 14" wide wheel and the offset required will shift as the wheel changes width.
For reference I am running a 20x9 w/0 offset and a 305/55/20 on a reverse level.
I have a 2" front level and 35/12.5/20 tires with the same wheels but they rubbed slightly on the back side of the fender well. Longer control arms would have corrected that, but I chose to go back to a 33" tire. The rear you won't have any clearance issues with.

looking at some wheels , size - 20 X9 8-165.10 20 CSCHXX
thats a +20mm offset?? So they would stick out 20mm more than stock?
