I can tell you for certain my 14" xr1, which is a hell of a lot louder than the 14" magnaflow, is much quieter than with my cutout open.
The cutout bypasses your muffler. So with it closed the exhaust flows through your muffler, when its open the bulk of the exhaust gasses follows the path of least resistance which is through the cutout. So yes it is louder through the cutout, might not be as deep, but it will definitely be louder
If you are planning to get he cutout, then I would definately go with the 18". The 18" Maggy sounds great with very little drone. Then when you want to get rowdy, open the cutout and let it rip.

Later on, I switched the FM out for a 14" magnaflow. Opening the cutout only showed a gain of 3hp/3tq over having it closed. This means that the Magnaflow made 9hp more than the FM on my truck. Most shops will tell you that you need that extra backpressure, but it is not true. A restrictive muffler will show more of an immediate tq gain at very low rpms, but once you go WOT, you will appreciate that free flowing design of the Magnaflow.
I wish I had the money to do all these mods to my truck but I am a broke a** college student. lol. The only mods I've done so far is window tint and a bed liner. If I wasn't going to get the cutout which size would you recommend between the 14in and 18in?
