There are several reasons to chip seal a road.
It is much less expensive then paving or repaving a road.
It can do a decent job of extending the life of a paved road.
It saves the tax payers of a town considerable money.
It is much faster then repaving.
It is less intrusive to the residents of an area,
it doesn't tear up a road for weeks like paving does.

The county roads are chip sealed over and over where I live. Fortunately, they stagger them and I have my choice of 3 different county roads I can take to get to work. So I just avoid whichever road they are chip sealing for a month or so until all the loose rocks have worked their way off the surface. It does suck when they catch me by surprise though. Takes forever to drive 10 or so miles at 25 mph :pp:

At least they pave your roads, lol. Most roads around here including the highways, will rattle your teeth out. Their answer to rut-filled roads is cold-patching. So instead of potholes, you get raised asphalt mounds which are just as bad....When they do happen to finish a two-year long paving project (Belt Parkway, anyone?), within a few months they're digging something up.
We don't have that chip seal process around here, but sometimes they seal cracks with a pourable sealant that leaves strings of tar on your vehicle.

First world problems I suppose...

Years ago they would hot patch and roll the patches and achieve at least a semi smooth patch. The chip seal is just a stopgap, temporary band aid. But, as the saying goes: “Nothing is as permanent as a temporary fix”. We have roads here that are like tires with patches on tops of patches.......where is the original material, we can‘t find it.
