1998 1500 5.9 no start flooding

I have a 1998 Ram 1500 5.9 I rebuilt the engine completely and it ran for a few minutes and then died and now it is flooding all the plugs all the injectors are just pouring fuel when you spin it over any suggestions

I have replaced the spark plugs the fuel injectors the TPS the map sensor idle air control the ECM the Cole the distributor pickup and the crank pick up

Have you checked and see if it has a fuel regulator. If it's messing up it will flood the cylinders..
