Welcome to the forum, but your description of the problem is way too vague to draw an accurate troubleshoot.

First off welcome to the forum. lol

The vacuum actuator is easy to spot as long as the front axle is semi cleaned off. to the right of the front axle on the under side of the truck you will see a box with 2 vacuum lines comming off of it. That is the CAD actuator. That is what makes the axle in front engage. It could be bound up with mud or water or even a vac line could be off. I say check there first. If there is no grinding or anything seemingly wrong with the transfer case or the axel itself. If you use the 4x4 often or this truck is a play to the posi lock system is a great system to have.
