No, what the EPA is cracking down on is tuners that allow the removal of emmissions control devices. On my truck, the difference in horsepower between the DPF present and DPF removed tunes is 20 hp. I ran my truck with the DPF present "mild" 40 hp tune for a couple weeks and you could definately tell the difference over stock.

There will still be tuners available but its the delete kits that are no longer available
The emmisions equipment is going to limit how much horsepower these trucks will be able to put out
700+ hp trucks will be far in few between in the coming models

Until the emissions equipment technology catches up atleast
