Removing concrete from paint

Girlfriends dad asked me to clean up his truck for him
I was wiping the rockers down to get all the tar off when I couldn't get what looked like mad splatter to come off at all
Then I realized it wasn't mud at all and was dried concrete

I've had to do this to one other truck I've detailed and it kind of sucks(easy, but sucks lol)

Fill a spray bottle with regular vinegar and soak down the area
Take a spoon and start rocking the back of it over the concrete, this is the part that sucks, it makes me cringe as I do it but it's better the having concrete on the paint or using acid to remove it IMO
Light spots usually wipe right off just be soaked and without the spoon trick
Heavier spots might need to be repeated over a few times
