Have you checked the connector to the smartbar? There could be corrosion there, and if the smartbar doesn't operate, neither will the lockers.

I had these made for my 07 PW. They drilled the frame, but they are very stout and I can jack under them. I wanted rock rails that my wife can use as a step. 2x4 steps with 2x2 to the frame.
The trac loc is ok. Should be limited slip rear with open front. Do a gear oil change, put good oil in. Truck that nice the axles should be fine. It does not lock totally, it has clutches that allow slippage. It is better than nothing.
The 3/4 tons came standard with 8 lug hubs. It is a MUCH stronger starting point of a build for you. I am not positive on the 44 and 60 combo, but most 3/4 tons in the 70s had a heavy duty rear end with a lighter front end. You need to check google for an axle id guide. A dana 44 will not...
I have bilsteins in the back too. They are 1 in longer than stock. It does sit at least 3 inches taller than stock with no load. I have yet to get it to sag, even with my car trailer loaded.
Tires are LT 265 70R17s load range E. I have the 50% stronger springs, not the variable rate. It still rides great, but I have a constant load in the bed over 500lbs.
I have that exact lift. Bilsteins at 2.8, and tufftruck springs. I have a topper and custom cabinets inside full of search and rescue gear. That sits at a slight rake, with towing about 300lb tongue weight it sits level.
