    What is leaking here?

Look at the top of the rack where the power steering lines screw in. Check the connection and the hoses for leaking. In not leaking there the rack seal inside the boot is leaking. If that is leaking the rack will have to be replaced.

    Greasable vs. Nongreasable ball joints??

Grease-able Moog ball joints are the way to go. Go online to find information about the Moog ball joints. I like grease-able because when you grease them it flushes the contaminants out and new fresh grease takes its place.

    help identify dragging hose

That is the vent hose for the differential. You need to make sure is is clear of any debris. If it is plugged it will cause the axle seals to blow out causing leaks. There should be a clip holding the hose to the frame.

    Ball joint issues...

If the ball joint come out of the control arm, the arm will have to be replaced. I would not trust spot welding the ball joint to the arm will not be a permanent fix. That ball joint will be pressed in. Look at this link for a control arm: dodge ram 1500 2wd 1999, Moog Suspension Parts.
