GOT IT FIXED!! Forgive my ignorance, I have no mechanical experience and dont know what these parts are. Apparently the culprit was the steering angle sensor, or something like that. Evidently part of the clock spring. Replaced the clock spring and problem solved. 2 and a half years later...
