I think the way to go is rough country's 3" lift. A lot of people will use a 2.5 inch front cool spring spacer to level there truck, although in most cases I don't believe it's the right way. The 3" lift will level the truck and lift it 3" at the same time. This allows to to fit bigger tires in...
Yeah it's not difficult at all. You can get 4th gen conversion brackets for $40 bucks and bolt it right up. If he wants to keep the classic stock look check the junk yards for one. If you can't find any I can sell you one.

Defenittly check the junk yard. I live in Central FL and there is no shortage of v10's in the yards. If they are in fact discontinued I'd go ahead and get all of em you can and sell some.

98 5.9 4x4. Its got 191,000 on it and the only major thing I've done to it is rebuild all the steering, although I think someone has rebuilt the tranny with a shift kit. The lady I got it from only had him for a few months before realizing...
You say you found a water pump off a 95 that fits. If you where planning on using junk yard parts from a 95 I would would strongly discourage you from using a water pump from the junk yard.
