F28 and 29 no power 2018 Ram 1500

I have seen several different threads about this issue... but no real solution. I have good fuses, good wiring... but no power to the fuse in my guse block under the hood...Baffled

I had to activate the trailer tow using alfaOBD to get my circuits for the running lights to the trailer 7 pin connector to energize..
