I just bought a new 23 RAM 1500 5.7 Hemi and it did not have the class 4 trailer package. The sales man did say all 1500 include a class 3 but when I checked it appears to not have a hitch receiver? (Pic attached)

I called and they wanted to charge me nearly $800 for a class 4 with labor.

Am I getting ripped off?

There's a hole in the bumper of the truck, that's the Class III hitch that's on all the trucks.
If you want a receiver style hitch you'll need to add a bolt on or some buy the factory Class IV receiver that's installed from the factory.

Personally, i would not just put a hitch ball on the bumper
For one the hitch ball would be way too high to be useful
Also the bumper is too weak too pull anything over about 300 pounds.

If the trailer or bike rack is not large, you can use this small unit, it uses the hole in the bumper

If you have a trailer, that hauls 3 motor cycles, you can go up a step

this is a class 3, that does NOT use the bumper hole, it also pulls more weight

This next one, is what would come from the factory
It is a Class 4 heavy duty, it would pull a mid size travel trailer

If you have the tools & patients, you & a friend could mount it

If you don't have the tools, go see a Trailer Accessories shop

Check pricing, with places like Etrailer

I bought a Class IV for my Silverado about 3 years ago from etrailer.com for about $120 and mounted it myself. Took about an hour and was kind of a PITA doing it alone, but I got it done. From the angle of your picture it doesn't look like you have room around that tire for one.

I had never used a Fish Tape before, it is used to pull a couple of bolts through the trucks frame.
I had only seen Electricians use them before.

I kept the Fish Tape after installing the trailer hitches on a 1999 Chevy Truck, i had them on the front & rear of that truck

I had a homemade hitch attached to the bumper of my Silverado for 20 years and used it to tow my 1500# boat all over the place, including cross-country when I moved. The bumper even had a stamp that said "500# weight capacity/2000# towing capacity".

I'm confused. What does a fish tape have to do with the OP installing a Class IV hitch?

On the hitches that i have mounted, there were 2 or more bolts that had to be fished through the trucks frame & then pulled down into the bolt hole.
Then once the bolt was in position, we lifted the hitch receiver up the bolt & put the washer & nut onto that bolt
