Yes you can, I believe it has a limited size.

The problem I've had, is even after resizing, I can't get my whole truck to show in the picture. It will appear, then jump to a larger size where only part of the front half shows in the avitar.

I had that same issue when I first joined, I was cropping the picture on my phone I just took and it would do the same thing when I downloaded it. I ended up not doing anything with the picture I took and downloaded it like it was and it didn’t resize it.
