Tow hooks reversed
Turning the tow hooks outward gave even more clearance.

Removing it was easy. Definitely the best idea for cutting. A jigsaw worked well.
Sanded, primed, and painted the filler piece so it looks much better. Gaps against the light bar hinges are nearly identical. A new filler piece was o
second attempt at the filler piece was much better. I also changed the mounts for the bar so they didn't stick out as far. Tow hook gap is spot on!
