Without hearing the noise it's hard to tell, but your description sounds electrical to me. The noise varying with RPM and pausing when the brake lights come on sounds like a ground issue to me. I too have a 2017 2500 Tradesman , and I found that in addition to the 5 settings they describe in the regular AlfaODB thread, I had to also set the daytime running lights to enable in the "Program Customer Features" section.
