Yes they can stop you. Just because you are self inspection doesn't mean you can't be stopped. It has always been like that. If they see a violation, you are getting pulled over. Because the DEP sets the standards for the emission enforcement. That first link you posted had right on it State Police and DMV doing inspections on heavy trucks for emissions and safety. Inspections are for both safety and emissions. You can be pulled over for either/or, and both. Depends on the your attitude towards the cop or what kind of day they are having. They can do a quick check and send you on your way or they can do an attitude adjustment on you have you there for hours.- Timsdually

My '17 had personal plates. No inspection required. My '20 had personal plates. No inspection required. Both because of the weight I registered them at. When I got the '17 I even went to the inspection station and they told me the weight class is self inspection, they don't do inspections on them.- Timsdually
